Need to enable floating plots that do not cover up the fitpage

Description
Currently, if the number of plots is too large to view them at an appropriate size they can be popped out and made to float. If one has two screens (or a very wide one) this can work fine. However, if that is not the case those panels are ALWAYS on top of the main SansView? panel.
We talked a long time about moving away from AUI manager (and Robert is looking into that for another reason). Another approach Suggested by Jae-Hie is to make the central pane a "pop-out".
This ticket should probably not be worked on till Robert sorts out what we want to do with the hide vs kill panel ticket #36.

we have in fact moved away from AUI manager and this ticket is now obsolete. There are still real estate issues but more appropriate tickets can be written to address that.
