Remove welcome menu item from help menu

Description

all the information on the Welcome screen is also on the about screen. Only the splash screen graphic is unique. It was agreed at the SasView? meeting of Oct 10, 2015 that we do not need to have a menu item to allow access to splash screen after startup and that the menu item should be removed and about give the wxID about so it behaves automatically as an about box.

The menu option has been removed.
