Reorganize users on danse.chem.utk.edu

We need a bunch of updating and cleaning house. First identify
*all current users (and are any obsolete)
*all current groups, who belongs to which groups and what each group can access

Then we need to

• ensure all developers have a user account (also CCP-SAS people)
• restructure groups to make sense (adding and removing groups as appropriate)
• Add both a public and private sasview ftp site (i.e. ftp.sasview.org)
• Add both a public and privite CCP-SAS ftp site
• Add all users to appropriate groups with appropriate permissions
• Ensure several people have full admin access
