Need to make the BUMPS output page more more obvious

Description
Depending on the optimizer choice, BUMPS produces a variety of output "diagnostic" graphics. These are directly behind the fit panel and thus invisble unles you know to look for it by moving the fit panel OR by going to the menu bar and clicking show plots. Would be nice to also automatically pop that panel to the fore when it contains new information (possibly making it a configuration option) or at the very least provide a button on the fit panel to bring the diagnostic plot panel forward.

the last option in this ticket was implemented with a "show results" item. In the new GUI this is a tab so more obvious anyway. Thus this ticket can be closed for now. If there are issues with the new GUI then a new ticket can be generated with appropriate specifics
