The release notes need updating for release 3.0 (as well as other info files as necessary)

Description
The release notes need to be updated to reflect changes in version 3.0. Also, why does the release always show build 1 instead of the build number on jenkins? can we fix that? finally should check the "about" bo text and splash screen texts for correctness and consistency
